NEDA Cagayan Valley orients LPMCs of Batanes on RPMES and Project Development

The NEDA2, as the Regional Project Monitoring Committee (RPMC) secretariat, oriented the members of the LPMCs of Batanes on the Regional Project Monitoring and Evaluation System (RPMES) and Project Development on May 10, 2023 in Basco, Batanes. This activity enhanced the knowledge of participants on the fundamentals of RPMES to include the scope and framework, functions and responsibilities of LPMC members, monitoring guide and problem-solving process.

The session on Project Development discussed project preparation concepts and the major programs and projects of the province for possible funding from 2023-2028. The activity also served as an avenue for LPMCs to share their practices in monitoring and coordinating with project implementers and contractors.

RDC2-RPMC and Batanes PPMC inspects nine infrastructure projects in Batanes

Nine major infrastructure projects in Batanes were inspected jointly during a Field Monitoring Visit (FMV) by the Cagayan Valley Regional Project Monitoring Committee and the Batanes Provincial Project Monitoring Committee on May 11-12, 2023. Prior to the field visits, a pre-FMV meeting was conducted at the DPWH Batanes Engineering Office to review project documents as reference during the actual field visit. This was attended by the members of Batanes PPMC, DWPH Assistant District Engineer, Division Chief and Project Engineers, DOH Batanes Office Chief, DILG Provincial Director and contractors.

During the actual visit, it was observed that time extensions issued for most of the delayed projects were due to lack of local manpower, difficulty in transporting construction materials as these had to be shipped from the mainland, inclement weather, and health restrictions.

Cagayan Valley Regional Development Plan 2023-2028

The Cagayan Valley Regional Development Plan (CVRDP) 2023-2028 follows the development agenda of the Philippine Development Plan (PDP). It is anchored on the Administration’s 8-Point Socioeconomic Agenda, the Ambisyon Natin 2040, the 2030 United Nations Agenda for Sustainable Development, and the region’s long-term vision. It defines the region’s development direction for the next six years and its contribution in the attainment of national development goals and priorities. Similar to the PDP, the CVRDP is geared towards deep economic and social transformation to reinvigorate job creation and accelerate poverty reduction for a prosperous, inclusive, and resilient society.

Cagayan Valley Regional Gender and Development Committee (CVRGADC)

The Committee has the following functions based on NEDA-PCW JMC No. 2016-01:

  • Initiate, coordinate and monitor gender mainstreaming initiatives at the sectoral and regional level;
  • Lead in ensuring the integration of gender perspective in regional development plans, investment programs and policies through the conduct of consultations with stakeholders;
  • Promote the participation of women, women’s groups and other sectoral groups in the preparation, implementation and monitoring of regional and local development plans, programs and projects;
  • Create sub-committees or technical working groups (TWGs) that will review and handle concerns on women’s economic empowerment, social development rights: gender in security. justice and peace, gender in environment and climate change, and gender-responsive governance, among other areas, as necessary. The subcommittees or TWGs shall endorse matters pertaining to their sectoral concern to the RGADC and/or the RDC;
