The RDC2 agreed to the appeal of CHED Regional Director Julieta M. Paras to prioritize the vaccination of college students in preparation for the proposed reopening of schools during the year. This was discussed during the Joint RDC Full Council and Advisory Committee Meeting on October 21, 2021.

Cagayan Valley Regional Development Council Chair and Isabela Governor Rodolfo T. Albano III affirmed the same and approved the submission of a resolution to the IATF to make a representation to include college students in the vaccine prioritization groups.

Several resolutions were likewise approved by the Council endorsing the proposed projects in the Cagayan Valley Flood Mitigation and Rehabilitation Plan (CVFMRP).

Cagayan Governor Manuel N. Mamba shared to the Council that a holistic approach to the region’s flood problems has been started. He said, “We are thankful that this is now happening. We have started a holistic approach for medium to long term plans that will outlive the current administration”.

The Council also endorsed the priority infrastructure projects in the province of Cagayan and Nueva Vizcaya, and the status of implementation of EO 138 or the Full Devolution law in the region.
