Regional Line Agencies, State Universities and Colleges, and Government-Owned and Controlled Corporations presented their FY 2023 budget proposals on February 18, 2022 to the members of the House of Representatives in the region. The activity harmonized programs, projects, and activities (PPAs) between government agencies and district representatives consistent with the regional thrusts and national priorities for FY 2023 proposed budget.

The dialogue is a prelude of the budget hearings that the Regional Budget Review Committee (RBRC) will undertake in March 2022 and the finalization of the proposed budget of agencies by end of April this year. With this, support from the legislators was sought for the funding of the proposed PPAs especially with the transition to the next administration and the second-year implementation of the Mandanas-Garcia ruling.

The activity was convened by the Cagayan Valley Regional Development Council – RBRC in response to the National Budget Memorandum no. 142 and Corporate Budget Memorandum no. 44.

RBRC Chair and Department of Budget and Management OIC -Regional Director Francis C. Bautista emphasized the critical role of agencies in ensuring that the proposed PPAs will be responsive not only to the needs of the respective agencies but to the needs of the stakeholders especially the poorest and disadvantaged sectors of the country.

As a result, comments and recommendations from the participants are incorporated into the agency budget proposals. The firmed-up proposals will be forwarded to the district representatives for their collective support and appropriate action.
