The Regional Development Council (RDC) 2 – Infrastructure Development Committee (IDC) convened its Fourth Quarter Regular Business Meeting on November 24, 2025 at the DEPDev Regional Office 2 in Tuguegarao City, for its reorganization and to act on priority regional infrastructure initiatives.

The Committee received updates on the implementation of the Anti-Overloading Law, highlighting progress in the construction and replacement of critical bridges, the rollout of the Anti-Truck Overloading Mobile Enforcement (ATOME) Stations, and the proposed participation of local government units (LGUs) in the enforcement efforts. These developments affirm the region’s commitment to safer and more efficient transport networks.

The IDC subsequently endorsed 10 ATOME Stations for funding by the Department of Public Works and Highways (DPWH). Four stations in Isabela will be prioritized having completed all required documentation, while the six remaining stations will proceed upon completion of DPWH submissions.

Two big-ticket projects were endorsed for inclusion in the Cagayan Valley Regional Development Investment Program (CVRDIP) 2023–2028, namely the proposed Santiago City Airport and the Cagayan Agro-Industrial Infrastructure initiatives. Both projects will move forward after the completion of feasibility studies.

The Committee also approved the CVRDIP 2023–2028’s infrastructure component. It also adopted the Infrastructure Action Agenda for 2025–2028 presented by Atty. Robin James Gunnacao, the RDC2 Private Sector Representative for Infrastructure, underscoring the vital role of the private sector in shaping infrastructure policy and investment priorities.

On the reorganization, the Committee agreed to sustain the role of the DPWH as elected Co-Chair, and the Committee’s full roster of members for the 2023–2028 term was officially reconfirmed. The Committee likewise endorsed the National Irrigation Administration for regular RDC membership to strengthen irrigation and agricultural infrastructure coordination. The election of the Committee Chair will be determined during the RDC’s Regular Full Council Meeting scheduled on 9 December 2025.
