The Infrastructure Development Committee (IDC) of the Regional Development Council 2 (RDC 2) advanced key infrastructure plans and investment proposals during its First Quarter 2026 Regular Business Meeting held on March 6, 2026, at the DPWH New Conference Hall in Tuguegarao City. The meeting brought together regional development partners to strengthen coordination and accelerate the implementation of priority infrastructure projects across Cagayan Valley.
A major outcome of the meeting was the endorsement of guidelines and procedures for evaluating infrastructure policies, programs, and projects, which aim to streamline the project review process, strengthen evidence-based planning, and ensure that infrastructure proposals align with regional development priorities prior to endorsement by the RDC.
The Committee also endorsed key strategic initiatives, including the Cagayan Valley Integrated Strategic Infrastructure Plan, which will serve as the regionโs infrastructure connectivity framework to enhance regional connectivity and support inclusive economic growth.
Several infrastructure proposals from local government units (LGUs) were also presented, including the Development and Enhancement of the Isabela Provincial Eco-Park proposed by the Province of Isabela, infrastructure initiatives from Santiago City and other LGUs in Isabela and Cagayan, and the proposed Tuguegarao City Agro-Eco Tourism Park.
The Department of Budget and Management (DBM) also briefed members on the Local Government Support Fund (LGSF) and encouraged LGUs to enroll and submit project proposals through the Ugnayang Bayan Portal to facilitate evaluation and funding consideration.
Through these actions, the IDC reaffirmed its commitment to accelerating strategic infrastructure investments, strengthening regional connectivity, and supporting a more resilient, competitive, and future-ready Cagayan Valley.
