The RDC2 – Committee on Development Administration and Communication (CODAC) conducted its 1st Quarter Meeting today, 19 March, at the DEPDev Pamegafanan Hall, RGC, Carig Sur, Tuguegarao City.
Among the agenda items discussed for endorsement to the RDC are the following:
1) Enjoining the Local Government Units to establish Consumer Welfare Assistance Center (CWAC) in their respective municipalities;
2) Review of EO No. 77 “Prescribing Rules and Regulations and Rates of Expenses and Allowances for Official Local and Foreign Travels of Government Personnel;
3) Legal Recognition and Regulation of CSU’s Converted Electric Bus and All-Electric Tourist Transport Tram Projects and Standardized Battery Packaging for Battery Swapping of Light Fleet Electric Vehicles;
4) Strengthening the Implementation of Republic Act No. 10361 known as the Domestic Workers Act or Batas Kasambahay; and
5) Enjoining All Local Government Units to Adopt Ordinances Prohibiting the Acts of Online Sexual Abuse (OSAEC) and Exploitation of Children and Child Sexual Abuse or Exploitation of Materials (CSAEM).
The Committee also confirmed the members of the RDC2 Speakers Bureau for the 2026-2028 term. The Bureau will serve as the spokesperson of the Council in advocating the AmbisyonNatin 2040 and the Cagayan Valley Regional Development Plan 2025-2028.
The Anti-Red Tape Authority North Luzon Office (ARTA-NLO) also shared their initiatives to strengthen the Electronic Business One-Stop Shop (eBOSS) implementation in Region 2 for improved ease of doing business. The Department of Budget Management (DBM2) likewise presented the Local Budget Circular No. 169, which provides the guidelines for the release and utilization of the Local Government Support Fund- Financial Assistance (LGSF-FA) to Local Government Units (LGUs) under the FY 2026 General Appropriations Act (GAA). The Department of Economy, Planning, and Development (DEPDev2) reported on the major accomplishments of the CODAC for CY 2025.
