The Committee on Development Administration and Communication (CODAC) of the Cagayan Valley -Regional Development Council (RDC2) held its first quarter meeting for CY 2021 via teleconferencing on March 16, 2021. Various activities and plan of actions planned for the year were firmed up during the meeting presided by the CODAC Co-Chair, Civil Service Commission Region 2 Regional Director (RD) Nerissa B. Canguilan.
Philippine Statistics Authority RD Marilyn T. Estrada presented updates on the implementation of Republic Act (RA) No. 11055, also known as the “Philippine Identification System (PhilSys) Act”. She also apprised the committee on the registration process and the timeline of the roll-out to the different LGUs in the region.
Mr. Jose C. Pamittan of the Department of Budget and Management Region 2 briefed the Committee on the implementation of the Mandanas-Garcia Ruling on the increase of internal revenue allotment of LGUs. The Department of Interior and Local Government, for its part, shared that plans have been laid out to assist the LGUs manage the implications of the said Supreme Court ruling including preparatory activities for the transition.
Several resolutions were also endorsed to the RDC2 for support: 1) “Recommending to the Philippine National Police to Decentralize to its Regional Offices the issuance of License to Exercise Security Profession of Security Guards and License to Operate for Security Agencies”; 2) “Endorsing the Immediate Enactment of Senate Bill No. 1100 filed in the 18th Congress to Fast Tract the Transfer of Control and Supervision of Provincial and Sub-provincial Jails to the Bureau of Jail Management and Penology”; and 3) “Expressing Support to the Passage of the proposed Subscriber Identity Module (SIM) Card Registration Act currently filed in the 18th Congress”.
The National Anti-Poverty Commission (NAPC) also introduced the program entitled, “Local Entrepreneurial Governance toward People-Led Enterprise-Driven Growth Engines (LEG-PLEDGE)”. The program is in support to the NTF-ELCAC goal to mitigate the vicious cycle of poverty at the grassroots level by creating industries and enterprises in the countryside.#Jun Irigayen, NEDA2-DRD
