The Special Committee on Balik Probinsya, Bagong Pag-Asa (BP2) Program conducted a TWG meeting on 18 March 2021 to discuss preparations for the arrival of the first batch of the program beneficiaries. The meeting was attended by the member RLAs and LGUs.

The national BP2 Council identified the province of Isabela as one of the pilot provinces for the dispatch of beneficiaries. The first batch of returnees is scheduled to travel from the National Capital Region on March 25 and expected to arrive on March 26 in Cordon, Isabela. They will be welcomed by the Provincial Government, their respective municipalities, and other members of the regional BP2 committee. Awaiting the beneficiaries are ready assistance packages to be awarded by the local government and BP2 member agency. Other assistance packages will also be provided by the different RLAs upon determination of individual needs of the program beneficiaries.

At the receiving site, the DOH will establish a health kiosk to ensure that health protocols are strictly followed. They will also provide face masks, face shields, hygiene kits, and other health assistance to the beneficiaries on the said day.

The BP2 program was institutionalized through EO 114 s. 2020. It seeks to address the uncontrolled population increase in the NCR through the provision of sustainable employment and livelihood opportunities in the provinces. Program beneficiaries include our kababayans whom have prolonged their stay in the NCR but finally decided to return and stay in their respective provinces for the long term.
