CABARROGUIS, Quirino, May 17 (PIA)—The local government units in the province pledged to utilize the results of the Local Governance Performance System for their advancement, first, by communicating results to the stakeholders and ultimately, to utilize end results in the planning and budgeting processes.
Imelda Aquino, local government operations officer and LGPMS provincial focal person, said based on the 2012 State of Local Government Performance Report the province was rated an excellent performance in three out of five service areas of Administrative Governance namely, Local legislation, Development Planning and Human Resource Management and Development.
“Challenges are still confronting the service areas of Revenue Generation and Resource Allocation and Utilization, earning points of 4.56 and 4.75 respectively,” Aquino said.
Likewise, Aquino said high but not excellent ratings of 4.73 and 4.67 were noted in the areas of Transparency and Financial Accountability.
In the LGPMS writeshop on April 24-25, 2013 at Hotel Supreme, Baguio City spearheaded by the Department of the Interior and Local Government (DILG) provincial office here, 58 municipal officials, planners and budget officers discussed various problems encountered and shared each participant’s expertise in dealing with different challenges confronting LGPMS, both the system and its program implementation.
The group has identified some mandatory measures for sound financial management and widen venue to bring services, plans and programs to the general public.
“The convergence of ideas of various sector representatives and LGPMS writers resulted to a genuine and truthful report reflecting the actual situation, needs, problems and strengths of the LGUs, said Aquino.
