The Regional Budget Review Committee (RBRC) conducted a two-day Regional Budget Review and Consultation on March 11-12, 2014 at the NEDA 2-RDC 2 Building, Regional Government Center (RGC), Tuguegarao City. Twenty-five budget proposals for FY 2015 from 20 regional line agencies (RLAs) and 5 State Universities and Colleges (SUCs) were reviewed by a set of panelists coming from the members of the RBRC, the RDC 2- Private Sector Representatives, the Provincial Local Government Units, the Cagayan Economic Zone Authority (CEZA) and the Congressional District Offices.

According to RBRC Chair and Department of Budget Management (DBM) Regional Director Isabel C. Taguinod, this year’s budget implementation is under the new fiscal governance system of the Aquino administration. She said that the new directive aims to guide all departments/ agencies in achieving rapid inclusive growth, poverty reduction, equalization of opportunities and participative economic gains.

“The Aquino Budget Transformation Agenda states that the agency proposals must demonstrate the: right priorities, spending within means, measurable results, empowering citizen engagement, transparency, and unified account code structure,” she added. The recommendations for each budget proposal shall be forwarded to their corresponding Agency Central Offices and the DBM.

A total of agency and SUC budget proposal amounting to P30, 416, 346, 150 will be deliberated by the Regional Development Council 2 for endorsement to DBM and the respective Agency Central Offices this upcoming March 20 during its 1st Quarter Business Meeting for the year.
