The improvement of the Regional Government Center (RGC) was continuously worked out during the 104th Regular Business Meeting of the Regional Development Council 02 on 20 March, 2014 at the Charinas Suite Hotel, Santiago City.

The pursuit of a greener environment within the Center was pushed by the Council with the approval of the proposed “Green Growth through Urban Green Tourism within the RGC.” This initiative was conceptualized by the National Economic and Development Authority Regional Office 02 under the leadership of OIC-Regional Director MaryAnne E.R. Darauay. The project embarks on the preparation of the RGC Master Plan that will underscore the promotion and adoption of greening strategies and activities in the development of the Center.

The project proposal seeks funding support from the Ministry of Environment of the Republic of Korea (KMOE) and the United Nation for Environment and Social Commission on Asia and the Pacific (UNESCAP). The project also includes the formulation and implementation of Green Growth Advocacy and Promotionactivities with the cooperation and participation of the Regional Line Agencies within the center, aside from the local government units and the community in general.

If approved, the RGC will pilot the proposed project and it will be replicated to the urban growth centers of the region when successful.

On a regular note, the Regional Government Center Management Committee (RGCMC), headed by DPWh Regional Director Melvin B. Navarro, is continuously working on the improvement of the Center and intensifying partnership with the locators.

Another proposal endorsed by the RDC 2 is the establishment of a Fiber Optic Network at the RGC. The proposed fiber optic core backbone route plan covers forty-eight (48) agencies with four (4) identified nodes to be located at the regional offices of Department of Science and Technology (DOST), Department of Public Works and Highways (DPWH), NEDA and the Professional Regulation Commission (PRC).

The Network aims to address the current concern on the internet connections within the RGC for a high speed communication, faster data transfer between agencies, reduced internet connectivity cost and migration to government data center and server consolidation.

Said proposal is part of the Integrated Government Philippines (iGovPhil) Project which is an important element in the implementation of the e-Government Master Plan 2013-2016. For CY 2014-2016, Tuguegarao City is included in the proposed PhP400M allocation for the establishment of the fiber optic network in Luzon.
