Being a priority project of the Municipal Government of Baggao, Cagayan, the implementation of the Level III Water System Project was supported and endorsed by both the Regional Development Council (RDC) 2 and the Regional Peace and Order Council (RPOC) 2 during their joint meeting held on June 23, 2015 at the JAPI Travellers Hotel in Cauayan City.

With the absence of a Level III water service, majority of Baggao’s 80,000 population source their water needs from shallow or deep wells. Water from these sources is not disinfected properly to make it potable or safe to use.

The project was proposed to jumpstart Baggao’s provision of basic water services to its constituents and have potable and clean water available on a 24/7 basis.

The municipality’s Comprehensive Land Use Plan and Executive-Legislative Agenda for 2014-2016 gives a high priority to this project. The proposed P85 Million project is designed to be financed through a Public-Private Partnership (PPP) agreement and implemented under a Build-Operate-Transfer (BOT) contractual arrangement between the municipal government and a private proponent.

During its first year of operation, the project is expected to benefit about 6,000 households in 24 barangays, half of Baggao’s total of 48 barangays.
