Cauayan City Mayor Bernard Faustino M. Dy presided over the 3rd quarter regular business meeting of the Committee on Development Administration and Communication (CODAC) as its newly-appointed Chairperson. This is the Mayor’s first chairmanship over a committee of the Regional Development Council (RDC2).

In its August 20, 2014 meeting held at the Conference Hall of the Department of Public Works and Highways Regional Office 2, the CODAC discussed important issues such as the granting of the Seal of Good Local Governance (SGLG) to deserving local government units (LGUs) and the institutionalization of the Regional Development Budgeting Process Framework (RDBPF).

Initially known as the Seal of Good Housekeeping, the SGLG recognizes the good performance of LGUs on good financial housekeeping, disaster preparedness, social protection, business-friendliness and competitiveness, peace and order, and environmental management.

Meanwhile, the institutionalization of the RDBPF aims to introduce an alternative fiscal reform to bridge the gaps in regional budget allocation. The proposal for this emanated from a resolution endorsed by the RDC-XI.

The CODAC is one of the four sectoral committees of the RDC2 which was formed through the merging of the Committee on Development Administration (CODA) and the Committee on Development Information and Communication (CDIC) after the reorganization of the RDC2 in September 2013.

Other agenda items that were discussed during the meeting was the report on the conduct of the Basic and Enhancement Training Course for Information Officers held on August 6-8, 2014 in Tabuk City, Kalinga, as well as the presentation of Chapters 5 (Good Governance) and 7 (Peace of Order) of the CY 2013 Annual Regional Development Report.

Mayor Dy accepted the chairmanship of the CODAC when it was offered to him this year, following the resignation of the Committee’s previous chair. Having been elected mayor of Cauayan City at a young age of 34, Mayor Dy has been adjudged “Most Outstanding City Mayor of 2014” and became a recipient of the “Best Manager of the Year” award in the Socrates Award Ceremony 2014 held in Stresa, Italy. #
