The performance indicators under the governance chapters of the 2021 Regional Development Report (RDR) and the Sustainable Development Goals (SDGs) Sectoral Report on Peace, Security, and Governance produced positive results ensuring the attainment of the region’s targets.


The two reports were endorsed to the Cagayan Valley Regional Development Council (RDC2) by the Committee on Development Administration and Communication (CODAC) and the Special Regional Committee on the SDGs – Technical Working Group on Peace, Security and Governance during its second quarter meeting on June 15, 2022.

The governance chapters of the 2021 RDR include: 1) Chapter 5 – Ensuring People-Centered, Clean and Efficient Governance; 2) Chapter 6 – Pursuing Swift and Fair Administration of Justice; 3) Chapter 17 – Attaining Just and Lasting Peace; and 4) Chapter 18 – Ensuring Security, Public Order and Safety.

The 2021 SDG Sectoral Report assessed specific performance indicators under the following SDGs: 1) Goal 5 – Achieve gender equality and empower all women and girls; 2) Goal 11 – Make cities and human settlements inclusive, safe, resilient, and sustainable; 3) Goal 16 – Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable, and inclusive institutions at all levels; and 4) Goal 17 – Strengthen the means of implementation and revitalize the global partnership for sustainable development.

The CODAC meeting also included a briefing on the mandates and composition of RDC. This is in anticipation of the upcoming reorganization of the RDC2 by third quarter this year. The term of office of RDC Officials (Chair & Co-Chair), private sector representatives, and special non-voting members will end this June. This coincides with the three-year term of local elective officials.

Civil Service Commission (CSC) Region 2 Regional Director Nerissa B. Canguilan presided the meeting on behalf of Cagayan Governor and CODAC Chair Manuel N. Mamba. Director Canguilan also briefed the members on the flexible work arrangements in the government under the CSC Memo Circular No. 06, Series of 2022. #Jun Irigayen, NEDA2-DRD
