The Cagayan Valley Regional Development Council (RDC2) – Regional Budget Review Committee (RBRC) completed the review of 34 budget proposals from regional line agencies, government-owned and controlled corporations, and state universities and colleges (SUCs) in the region for the fiscal year (FY) 2023.
The review and consultation meeting is part of a series of activities under the FY 2023 Budget Preparation Calendar that started with the FY 2023 Budget Dialogue conducted last February 18, 2022. This in compliance with the National Budget Memorandum No. 142 and Corporate Budget Memorandum No. 44 of the Department of Budget and Management (DBM).
The RBRC review ensured that the programs, projects, and activities (PPAs) of agencies are aligned with the national as well as regional thrusts and priorities.
Specifically, the Committee assessed the agency’s budget proposals on the following criteria: a) enrolment of PPAs in the Philippine and Regional Development Investment Program and Three-Year Rolling Infrastructure Program; b) implementation readiness; c) absorptive capacity; d) devolution of functions to local government units in compliance to Executive Order No. 138; e) conformance to other laws, rules and regulations; and f) convergence of programs among agencies.
Comments and recommendations from the said review and consultation will be integrated into the revised submissions of the agencies and SUCs. These will be endorsed to the RDC2 for the Council’s support and approval.
This year’s budget review panel was led by the RBRC Chairperson and DBM OIC-Regional Director Francis C. Bautista. It was actively participated by the Committee members composed of NEDA, DOF-BLGF, PPDO Cagayan and Nueva Vizcaya, and the RDC2-Private Sector Representatives.
