CABARROGUIS, Quirino, March 15 (PIA)—The Department of the Interior and Local Government (DILG) conducted last month a three-day seminar on Barangay Governance Performance Management System (BGPMS) for Punong Barangays, Barangay Secretaries and Barangay Treasurers of the entire province.

The seminar which was held at Baguio City is a capability building intervention of the DILG-Quirino, in collaboration with the Liga ng mga Barangay, in its continuing effort to enhance the proficiency of barangay officials in performing their mandated tasks and responsibilities in good governance. It was intended to provide necessary tools focusing on the measurement of Barangay Performance.

It was facilitated Imelda L. Aquino, local government operations officer V and Princess Joy L. Ramos, LGOO II.

Ronaldo Escobar, LGOO V and designated information officer of DILG said the BGPMS is patterned after Local Governance Performance Management System (LGPMS) for provinces, cities and municipalities.

“It is a self-diagnostic tool designed to enable the barangays to generate a true picture of their state of governance. Through the BGPMS, barangay officials shall be able to identify their strengths and weaknesses in so far as the administration and delivery of basic services to their constituents is concerned to be able to identify interventions to address their inadequacies or deficiencies,” Escobar explained.

As an output of BGPMS, all barangays in the province have completed their State of Barangay Governance Report (SBGR) and their Capacity Development Agenda which shall be presented during the Synchronized Barangay Assembly Meeting (SBAM) this month.
