BAYOMBONG, Nueva Vizcaya, March 18 (PIA) — The Department of Environment and Natural Resources (DENR) office in Cagayan Valley has recently released a new guideline on the required documents needed for the transport of used lumbers retrieved from old, demolished, or dismantled houses in the region.
The new guideline was issued by DENR regional executive director Benjamin Tumaliuan on January 22 in view of the noted increase of transport of lumber from dismantled houses within barangays near forestlands.
“This new guideline was issued because transported materials which will be used to build houses might be construed to have been constructed from illegally sourced lumber and in order to forestall the transport of illegally sourced lumber materials,” he explained.
Based on the new guideline, the new transport documents of lumber materials from dismantled houses are the following: 1.) written request of home owners specifying the reasons for dismantling, location and date of construction of their houses with the vicinity map, accompanied by photographs showing the complete structure(front and side view) for inspection by DENR personnel before its dismantling, 2.) payment of service fees and administrative fees in accordance with Department Administrative Order 2004-16, 3.) certification of the local government unit as to payment of taxes of the homeowner, 4.) certification of local assessor’s office as to payment of taxes of the established residential house, 5.) pre-inspection report of the residential house by DENR personnel indicating the location, species of lumber materials with estimated volume of lumber to be derived from the residential house including photographs with Global Positioning System(GPS) readings, 6.) narrative report on the inspection/inventory conducted by DENR personnel with tally sheets of lumber derived from the dismantled house by lumber species, certified by Community Environment and Natural Resources Officer(CENRO) and photos of the inventoried lumber with GPS reading,authenticated, 7.) validation of the Provincial Environment and Natural Resources Officer(PENRO) of the inventory report before the issuance of authority from the regional office, 8.) Photographs with GPS readings showing forest officer conducting inspection/verification of the residential house to be demolished and 9.) photos with GPS reading of the dismantled houses showing forest officer conducting scaling of lumber materials derived from the dismantled house.
