The National Economic and Development Authority Regional Office 2 (NEDA RO2) conducted on 23 October 2023 a virtual orientation on the Cagayan Valley Regional Development Investment Program (RDIP) Online System (ROS). The meeting was attended by 57 participants representing agency regional offices, state universities and colleges, government-owned and/or controlled corporations, and other government instrumentalities.
The virtual meeting aimed to refresh the participants on the process of updating previously enrolled and add new priority program and projects (PAPs) into the RDIP via the ROS. The ROS is an output of two NEDA RO2 staff, Senior EDS Reginald M. Agustin and EDS II Adrian Paul C. Mabatan. Both were given the 2022 Innovation Award during the NEDA RO2-Recognition, Awards and Incentive Systems for Excellence (RAISE).
The ROS facilitates the annual submission of agency priority PAPs in the RDIP, tracks the status of enrolled PAPs, and serves as the main reference in the annual budget exercise. The ROS is NRO2’s own work to replicate here in the region the PIPOL System of the Public Investment Program (PIP) at the national level. The interface is user-friendly and has editing, report generation, search, archiving and other functionalities.
NEDA 2 Regional Director Dionisio C. Ledres, Jr., in his opening remarks, emphasized that the ROS is designed to simplify the process of submitting agency PAPs. It also facilitates monitoring and aids in reviewing agency annual budget proposals. This innovation will streamline the procedures for agencies, save staff-time, and make it easier to align their PAPs with regional development thrusts as espoused in the Cagayan Valley Regional Development Plan (CVRDP) 2023-2028.
During the orientation, the link between the CVRDP, CVRDIP, and the preparations for the FY 2025 agency budget proposals was also discussed along with the guidelines in the preparation of the Updated CVRDIP 2023-2028.
