The Career Executive Service Board (CESB) conducted the CES CIRCLE Forum with the theme, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility” on March 29, 2012 at the Hotel Roma, Tuguegarao City.
The CIRCLE Forum refers to Creative Innovations and Reforms for Committed Leadership and Effectiveness which aims to improve the leadership and governance among the executives highlighting emerging issues in the global economy.
“The Forum is very significant to evaluate ourselves on how we fared well with our experiences in Region 2; these manifests our efforts to converge our programs and look at the vulnerable groups,” CVACE Vice-President and DSWD RD Arnel B. Garcia stated.
The forum featured presentations on the National Climate Change Action Plan (NCCAP) led by Mr. Dennis G. Dela Torre, Chief Research and Policy Development Division of the Climate Change Commission, and Women, Governance and Accountability: Examples in the Environmental Field presented by Atty. Maria Paz G. Luna of Tanggol Kalikasan.
Mr. Dennis G. Dela Torre, Chief Research and Policy Development Division of the Climate Change Commission stated that Climate Change and Disaster Risk Mitigation strongly correlate to every adaptation measures undertaken as substantiated in Section 3 of both RA 10121 and RA 9729. He said that co-benefit strategies from the top-down (National Government policies) and bottom-up (Community-based) levels must be applied to address these phenomenons.
He also emphasized that the National Framework Strategy on Climate Change recognizes the vulnerability of the poor, women, and children to potential consequences of climate change, thus, the enforcement of the State to incorporate a gender-sensitive, pro-children, and pro-poor perspective in all climate change efforts, plans and programs.
On the other hand, Atty. Maria Paz G. Luna of Tanggol Kalikasan elaborated the feminism within the context of environment. She stressed the distinction of the roles of female in earth cycles attributing their essence of reproduction and nurturing traits that suggests how humans could reconceive themselves and their relationship to nature in non-dominating ways.
Luna elaborated that the best locus of resource management lies in transformative negotiation where: judgment on the other party must be suspended for a more effective decision-making; openness of all stakeholders to institutional and self-transformation; and the need for stakeholders to contribute and to comply as an advocate of all life-living processes.
In closing the forum, CESB Deputy Executive Director Atty. Arturo M. Lachica stressed the significance of the CIRCLE forum where its logo and icon show that the career executives are like fireflies: their lights could make an impact when they are working together.
A brief presentation from the National Archives of the Philippines also presented the planned launching of the national inventory of public records. According to Ms. Jennie C. Litigio, Senior Records Management and Archives officer, said that all government offices are mandated to conduct an inventory of their public records.
