The Regional Land Use Committee (RLUC) 02 through its Committee member, the Housing and Land Use Regulatory Board (HLURB) successfully conducted the 3-day “Advocacy on the Enhanced Comprehensive Land Use Plan (CLUP) Guidebook,” on August 23-25, 2016 at the NEDA Pamegafanan Hall, NEDA Regional Office 02, Carig Sur, Tuguegarao City. About 70 participants from the members of the RLUC 02, Provincial Land Use Committee (PLUC), and representatives from the planning and development offices of the different cities of the region attended the registration-based activity.
The main objective of the advocacy was for the participants to have an in-depth understanding on the added features of the CLUP Guidebook which the Local Government Units (LGUs) should consider in the preparation of their CLUPs, and by the RLUC and PLUC members in the review and approval process of CLUPs.
The HLURB in its capacity as the lead agency in the provision of technical assistance to LGUs in the preparation of CLUPs, provided the pool of experts who served as the resource speakers.
Among the major topics discussed during activity were on the: (1) 12-Step process in CLUP formulation; mainstreaming climate change adaptation and disaster risk reduction and management and other special area studies such as green growth, urban design and development, ancestral domain, among others; (2) ecosystem analysis thru the ridge-to-reef approach; and (3) different parameters and the agencies involved in the CLUP and ZO review, adoption and approval.
The activity was pursued through the passage of a Joint RLUC-RCSD Resolution No. 02, entitled “Approving the Conduct of the Advocacy on the Enhanced Comprehensive Land Use Plan (CLUP) Guidebook for RLUC and PLUC Members,” passed during the Joint Meeting of the RLUC and Regional Committee on Sustainable Development (RCSD) on June 2, 2016.
Evidence to the successful conduct of the advocacy were the forged agreements on the implementation of joint partnership among national technical agencies in the conduct of technical assistance for CLUP updating of LGUs; and agreements on the use of the enhanced parameters of each agency in the review of draft CLUPs.
Likewise, based from the post-evaluation of the said activity, participants were generally satisfied with the feedback that this was very timely in the preparation/formulation/review of CLUPs of several LGUs in Region 2.
