The Cagayan Valley Regional Development Council (RDC2) successfully conducted its 133rd Full Council Meeting on December 5, 2024 at the Hotel Andrea in Cauayan City, Isabela.

During the meeting, several plans were adopted such as the Luzon Spatial Development Framework (LSDF) 2025-2055, the updated Cagayan Valley Regional Development Investment Program (CVRDIP) 2023-2028, and the Social Protection (SP) Plan 2023-2028, among others. The LSDF, one of the countryโs three Area Spatial Development Frameworks, will be the basis for optimizing resources in Luzon regions towards enhancing interregional complementation. The updated RDIP will be the reference for the preparation and deliberation of agency budget proposals for FY 2026. The SP Plan will rationalize social protection systems in the region.

Other matters discussed were the endorsement of the Abuan River Irrigation Project (ARIP), the proposed change in cost of the Tumauini River Multipurpose Project (TRMP), the Accelerating Expansion and Sustainability of Health Services for Universal Health Care Project (ACCESS UHC), and the Resolution Requesting the Exclusion of Provisions on Ownership, Control, and Administration of Educational Institutions from the Proposed Economic Amendments to the 1987 Constitution; and the enactment of the Philippine Atomic Energy Regulatory Authority (PhilATOM) Bill, the Modernization of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) Bill, the Virology and Vaccine Institute of the Philippines (VIP) Bill, and the National Measurement Institute of the Philippines (NMIPhil) Bill.

Five regional winners of the Search for Outstanding Volunteers (SOV) 2024 were also awarded during the meeting, namely: Dominic Danao (Individual, Youth Category), Tirso Tugagao (Individual, Adult Category), I-SAVED (Non-Profit Organization Category), FDN Integrated Farm (Corporate Organization Category), and Fernando Fajardo (Volunteer Lifetime Achievement Award). Three out of these five regional winners โ Fernando Fajardo, I-SAVED, and FDN Integrated Farm โ also bagged the national awards in their respective categories. They will be awarded by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) on December 12, 2024 in Manila.

The meeting was presided over by RDC2 Co-Chair Christian Guzman. Over 40 regional executives, agency heads, and representatives attended the event.
