Regional Land Use Committee (RLUC)

The Regional Land Use Committee (RLUC) has the following functions:

  1. Formulate and periodically update the Regional Physical Framework Plan (RPFP), taking into consideration national, inter-regional, regional and local plans and policies;
  2. Promote the integration of land use and physical planning policies, plans and programs, including disaster risk management into the regional socio-economic plans and programs;
  3. Decide and resolve region-specific land use policy conflicts among government agencies;
  4. Review and recommend appropriate actions to the NB-NLUC on land use policy conflicts between or among national government agencies;
  5. Assess changes in land use and other physical resources in the regional and the implementation of RPFP policies;
  6. Evaluate consistency of major programs and projects with the RPFP and their impact on land use and the environment;
  7. Undertake the gathering, updating and maintenance of a regional database system; and
  8. Perform other related functions as may be directed

Regional Budget Review Committee (RBRC)

The RBRC has the following functions per RDC 2 Resolution No 02-002-2007:

  1. Review and approve specific rules and guidelines in the conduct of the Budget Review and Consultation;
  2. Review agency/SUC budget proposals taking into consideration the inclusion of programs and projects enrolled in the RDIP and specific local and regional thrusts and concerns;
  3. Endorse to the RDC agency/ SUC programs and projects which are consistent with the RDIP, RDP, etc; and,
  4. Conduct other activities as may be necessary in furtherance of its budget review function.

Welcome to RDC II Website

Regional development planning was adopted by the government in 1967 as part of the national development planning process. This was intended to spread out sustained and equitable development beyond Metro Manila. The REGIONAL DEVELOPMENT COUNCIL (RDC) was created in September 1972 and organized in December 1972 in order to operationalize and coordinate this sub-national process. It is defined as a decentralized and participatory mechanism which can harness the efforts of LGUs, regional line agencies, NGOs, academe and legislators to jointly coordinate, implement and monitor development plans, programs and projects in the region.

Cagayan Valley Regional Development Plan 2017-2022

The Cagayan Valley Regional Development Plan (CVRDP) 2017-2022 follows the development agenda of the Philippine Development Plan (PDP) and it highlights the role of the region in achieving the national development goals and objectives. Likewise, it defines the regions development direction in the next six years and its contribution is critical to the attainment of the socioeconomic agenda of President Rodrigo Duterte’s administration and to the national long-term vision of the Filipinos in the AmBisyon Natin 2040.
