Committee on Development Administration and Communication

Background

Coinciding with the regular three-year term of office of local elective officials, the Regional Development Council was reorganized in 2013 as prescribed in Executive Order 325. Following the reorganization of the Council proper, the RDC2 sectoral committees were likewise reorganized with the selection of a new set of committee officials and private sector representatives.

This reorganization provides for, among others the absorption of the Committee on Development Information and Communication (CDIC) by the Committee on Development Administration (CODA). This is supported by the argument that development administration which is being advocated by CODA already encompasses the information dissemination program of the government. The CODA, as one of the sectoral committees, which is flexible in nature as provided by the IRR of E.O. 325, could subsume the functions of the CDIC. Infrastructure Development Committee

The Infrastructure Development Committee performs the following functions:

  1. Collating and analyzing infrastructure information and statistics in the preparation of the annual regional development report;
  2. Assist the RDC in the translation of the national development goals goals and policies into specific infrastructure objectives, strategies, and   program/project proposals;
  3. Coordinate all infrastructure planning and programming activities of local governments and sectoral line agencies in the region. (In the light of   the New Local Government Code, “all” in   item 3 above shall refer to programs/projects/activities not devolved);
  4. Attend to/act on urgent/immediate concerns within the capability, competence and responsibility of the sector.
  5. Perform other related functions as may be assigned by the RDC.

Economic Development Committee

The Economic Development Committee has the following functions:

General Functions

  1. Integrate sectoral information and statistics in the preparation of the annual regional development report;
  2. Assist the RDC in the translation of the national development goals into specific regional sectoral objectives.
  3. Integrate sectoral plans and programs of local government units into regional sectoral plans and programs and coordinate all sectoral planning   and programming activities of sectoral line agencies in the region.

Specific Functions

  1. Integrate information and statistics on Agriculture, Natural   Resources, Agrarian Reform, Industry, Trade and Tourism, Research and   Development and preparation of the annual   regional development report.
  2. Assist the RDC in the translation of national development goals   into specific regional objectives on Agriculture, Natural Resources, Agrarian   Reform, Industry, Trade, Tourism and   Research and Development.
  3. Integrate agricultural, industrial trade/tourism and natural   resources plans and programs of LGUs into regional sectoral plans and programs

Social Development Committee

The Social Development Committee has the following functions:

  1. Coordinate all planning and programming activities of the Social Development agencies in relation to development directions identified at the   regional and sub-regional levels;
  2. Recommend specific policies, strategies and guidelines to carry out the goals and objectives of the regional plan through various social   development programs/projects;
  3. Prepare an annual programming of programs and projects for social development corresponding to the regional development goals, objectives   and sectoral thrusts following the Regional Development Operations Plan framework;
  4. Review and analyze quarterly, semestral, annual accomplishment reports of all social sector agencies for submission to RDC;
  5. Conduct monitoring and evaluation activities of critical/problematic social projects on on-site validation of alert reports; and
  6. Perform other related functions as may be assigned by the RDC.

Executive Committee

Executive Order No. 325 s.1996 provides for the creation by the Regional Development Council (RDC) of an Executive Committee (ExCom) to act on matters that require immediate attention for and on behalf of the Council when it is not in session. Section 6 of the said EO provides that the ExCom shall comprise one-fourth of the total membership of the fully-constituted Council. 

Considered as automatic members are the Chairpersons of the four Sectoral Committees (SeComs), in addition to the four officials of the Council to include the Chair, Co-Chair, Vice-Chair and Secretary.

In addition to the eight, the reconstituted ExCom shall include the chief executives of the five Provincial Local Government Units and four City Local Government Units.
