The Department of Economy, Planning, and Development Region 2 (DEPDev2) spearheaded the Regional Roadshow and Action Planning Workshop to localize the Philippines’ first 10-year labor market development plan, dubbed as the 𝑇𝑟𝑎𝑏𝑎ℎ𝑜 𝑃𝑎𝑟𝑎 𝑠𝑎 𝐵𝑎𝑦𝑎𝑛 (TPB) Plan 2025-2034 on November 25, 2025 in Tuguegarao City.

The event aimed to bring the implementation of the TPB to the local level and ensure that all regional labor initiatives and job creation interventions are aligned with the goal of achieving an inclusive and dynamic labor market.

In his opening message, DEPDev2 Regional Director Dionisio C. Ledres, Jr. said that the world is changing due to technology, artificial intelligence, machine learning, robotics, automation, and other emerging technologies, which constantly transform the workplace and the workforce.

The Regional Geographic Information Network of the Cagayan Valley Regional Development Council (RDC2-RGIN) held its second-semester regular business meeting on October 24, 2025, at the Pamegafanan Hall, DEPDev Regional Office 2 (DEPDev2), Tuguegarao City.

The RDC2-RGIN discussed and approved the Network’s work program for CY 2026, firming up its commitment to equip the members with the necessary skills in exploring and optimizing the use of geographic information systems (GIS) to facilitate government functions. The training needs showed relevant emerging technologies requiring familiarization and basic training for new staff.

Updates to the region’s RGIN Geoportal were also shared. With new features, the upgraded RGIN Geoportal now offers improved functionality and a better user experience, serving non-specialized users more effectively.

The Project Development Assistance Center of the Cagayan Valley Regional Development Council (RDC2-PDAC) successfully conducted a four-day intensive training on project development and evaluation for the Provincial Local Government Unit (PLGU) of Cagayan, from September 29 to October 2, 2025, at the Pamegafanan Hall, DEPDev Regional Office 2, Tuguegarao City.

As a follow-up to the project concept note preparation training held on May 21, 2025, this capacity-building initiative, organized by DEPDev RO2, aimed to equip staff from various offices of PLGU Cagayan with the necessary knowledge and skills in developing project proposals responsive to regional and provincial development goals.

The Infrastructure Development Committee (IDC) discussed the proposed flood control measures in Cabagan, Isabela and the tourism project in Lal-lo, Cagayan, as well as endorsed the infrastructure chapter of the Cagayan Valley Regional Development Plan (CVRDP) 2023-2028 Midterm Update during its third quarter meeting on August 26, 2025 at the DEPDev Regional Office 2 in Tuguegarao City.

The IDC guided the municipality of Cabagan on how the proposed riverbank protection structures would be funded, and referred the proposal to the Department of Public Works and Highways (DPWH) for the conduct of a feasibility study. Gumiran emphasized that the project will protect the communities from flooding, reducing economic damage to infrastructure and properties.

The Social Development Committee (SDC2) endorsed the Cagayan Valley Regional Development Plan (CV RDP) 2023-2028 Midterm Update and the hiring of 4Ps beneficiaries during its 130th Regular Business Meeting on 22 August 2025 at the Pamegafanan Hall, DEPDev Regional Office 2, Tuguegarao City.

The Committee validated the accomplishments, strategies, and targets of the region towards advancing social development for the remaining Plan period. The CV RDP’s social development chapters include boosting health, improving education and lifelong learning, establishing livable communities, strengthening social protection, increasing income-earning ability, and expanding and upgrading social infrastructure.
